Meet Monica Taylor

Dr. Monica Taylor envisions a Delaware County that is vibrant, inclusive, and forward-thinking. She is dedicated to fostering a community where every resident has the opportunity to thrive. Her approach to governance is rooted in collaboration, innovation, and a deep respect for the diverse voices that make up Delaware County.

 

Public Service

 

Dr. Taylor’s transition into public service was driven by her desire to make a broader impact on her community. First elected to the Upper Darby School board then later to the Delaware County Council, Dr. Taylor has been a strong advocate for transparency, accountability, and inclusive governance. Her tenure on the council has been characterized by efforts to improve local infrastructure, enhance public safety, and ensure that all residents have access to quality services.


Beginning during her first few days in office, Dr. Taylor worked with the County team and
community members to implement monumental and historic changes in Delaware County. Dr. Taylor spearheaded the effort to create a County Health Department from the ground up with a mission to build healthy and thriving communities. She has focused on mental and behavioral health services, healthcare access, public health infrastructure, workforce development, and housing affordability, pushing for policies that reflect the needs and aspirations of her constituents.


Early Life and Education

 

Dr. Monica Taylor has always had a deep connection to the community. She began her education journey by receiving her bachelor’s degree from the University of Maine. She was a standout on the women’s basketball team, which led to her having the opportunity to play professionally in Europe. Dr. Taylor served as a graduate assistant basketball coach at East Stroudsburg University while earning her master’s degree. Dr. Taylor went on to work at the United States Military Academy at West Point before earning her Ph.D. from the University of Pittsburgh. She returned to the Delaware Valley region after four years as a professor and assistant women’s basketball coach at St. Ambrose University in Davenport, IA.


Dr. Taylor is a professor and graduate program director at Temple University. In addition to her teaching, research, and administrative duties, Dr. Taylor has worked on several community outreach projects to educate high school students about potential future careers in the health care industry.


Her extensive experience in academia has been complemented by her active involvement in community initiatives. Dr. Taylor has worked on numerous projects aimed at improving public health outcomes, promoting wellness, and supporting sustainable community development. Dr. Taylor's professional journey is marked by a commitment to health, education, and community development.
